Press conference of the State Council： ＂Comprehensive grain production capacity＂ was included in the binding index of the 14 th Five-Year Plan
CCTV News:Today (April 2) morning, the State Council Press Office held a press conference, and the relevant person in charge of the State Grain and Material Reserve Bureau introduced the achievements of China’s food security development during the 13th Five-Year Plan period, and interpreted the key work of grain and material reserve during the 14th Five-Year Plan period.
Food security is an important foundation of national security. The "Fourteenth Five-Year Plan" has set up safety and security indicators, among which the binding index of comprehensive grain production capacity is included in the five-year plan for the first time. During the "Fourteenth Five-Year Plan" period, the comprehensive production capacity of grain was set at an annual output of 650 million tons, which is more than 1.3 trillion Jin. China’s grain has maintained "17 consecutive harvests", especially in the past six years, the annual output has been stable at more than 1.3 trillion Jin. From this perspective, this is a regular goal. The output reached 1.3 trillion Jin, which means that 1.4 billion people in China have 470 kilograms of grain per capita, far exceeding the international food safety standard line of 400 kilograms per capita. With this foundation, we will not only be able to eat well, but also make use of the international and domestic markets and resources with ease to ensure the smooth formation of the new development pattern of "double cycle".
In view of the binding index of comprehensive grain production capacity, during the "14 th Five-Year Plan" period, policy arrangements and supporting measures were more detailed and more accurate. The most important thing is to optimize the development and protection of land space, promote agricultural production to gather in grain production functional areas, important agricultural products production protection areas and characteristic agricultural products advantage areas, and realize large-scale and contiguous planting.
To consolidate the foundation of grain production capacity, we need two persistences: first, we should adhere to the principle of "storing grain on the ground and storing grain in technology"; second, we should adhere to the strictest farmland protection system and strictly observe the red line of 1.8 billion mu of cultivated land. Build a national food security industrial belt, and firmly hold China people’s rice bowls in their own hands.
