How did the United States hurt the world by raising interest rates ten times?

A few days ago, the Federal Reserve made its 10th decision to raise interest rates in the past 14 months, which once again triggered market shocks. Continued interest rate hikes have not only brought the United States closer and closer to the economic recession, but also caused the whole world to take the blame for the United States.

Europe, which is the most tightly bound by American strategy, took the lead in responding, followed by the United States to raise interest rates passively for the seventh time since July last year.

How did the United States hurt the world by raising interest rates ten times?

△ Yahoo News reported that the European Central Bank held a monetary policy meeting on May 4 and decided to raise the three key interest rates in the euro zone by 25 basis points. The main refinancing rate, marginal lending rate and deposit mechanism rate were raised to 3.75%, 4.00% and 3.25% respectively from the 10th of this month.

However, the analysis believes that the monetary tightening policy has led to the continued weakness of the euro zone economy, and the European Central Bank will still be in a dilemma between curbing inflation and seeking economic growth.

How did the United States hurt the world by raising interest rates ten times?

△ US Consumer News and Business Channel website reports: According to Eurostat data, in the first quarter of this year, the GDP of the euro zone only increased by 0.1%, which was less than expected, and the German economy stagnated.

This dilemma is certainly not limited to Europe.

Due to the hegemony of the US dollar, the Fed’s aggressive interest rate hike this round made the yield of US bonds rise and the US dollar strengthened rapidly. Its spillover effect induced large-scale capital to flow to the United States, which made the stock markets, foreign exchange markets and bond markets of many countries suffer violent impacts, forcing these countries to follow the interest rate hike in order to maintain macroeconomic stability, thus increasing their own economic recession risks.

"Fed’s interest rate hike will aggravate the global debt crisis"

According to the analysis of experts from the World Bank, in the past year or so, the rise of interest rates in the United States was mainly driven by the "reaction shock" triggered by investors’ expectation of the Fed’s shift to a tougher monetary policy stance.

The rise in US interest rates driven by "reaction shock" is particularly harmful to the financial markets of emerging markets and developing economies. Facts have proved that the sharp rise in interest rates in the United States and the corresponding rise in the foreign exchange value of the US dollar have had a significant spillover effect on the borrowing costs of emerging markets and developing economies. The debt levels of many emerging markets and developing economies have generally soared, and the debts of many governments have reached record highs. Some countries have fallen into financial difficulties and even defaulted on their debts.

△ The report "Debt Relief for Green and Inclusive Recovery (DRGR)" jointly released by the Center for Global Development Policy Research of Boston University, the Center for Sustainable Finance of the School of Asian and African Studies of London University and the Heinrich Burr Foundation in April shows that during 2008-2021, the sovereign debt of emerging markets and developing economies increased by 178%, from $1.4 trillion to $3.9 trillion.

The US Consumer News and Business Channel also warned that the Fed’s interest rate hike will aggravate the global debt crisis. Debt payments in developing countries increased by 120% from 2010 to 2021, reaching the highest level since 2001. The average proportion of government revenue used to pay foreign debts increased from 6.8% in 2010 to 14.3% in 2021.

Georgieva, managing director of the International Monetary Fund, warned that the Fed’s interest rate hike may "throw cold water" on the already weak recovery of some countries. The rising interest rate in the United States and the appreciation of the dollar may make it more expensive for countries to repay their debts denominated in dollars.

By the end of 2022, the total debt of developing countries rose to a record $98 trillion.

△ World Bank reports in official website: Rising interest rates and slowing global growth are likely to plunge a large number of countries into debt crisis. Debt servicing has brought the greatest pressure to poor countries since 2000.

"Casino capitalism" is accelerating the flight of many countries from the US dollar.

The history of dollar hegemony is the history of the United States arbitrarily harvesting world wealth.

The Australian "East Asia Forum" website once published an article pointing out that in the 1970s and early 1980s, the Federal Reserve led by Paul Volcker reduced the inflation rate in the United States by raising interest rates aggressively, but pushed up the global interest rate, causing many emerging economies to default on their debts. The debt crisis after the Volcker shock made developing countries feel sad. The Fed’s interest rate hike has had a devastating impact on Latin America. The gross domestic product (GDP) in this area plummeted, and the unemployment rate and poverty rate rose sharply. There are similar experiences in debt-ridden countries in Africa. The Fed has not paid enough attention to how its wayward policy choices will affect the rest of the world.

This is true. How can the Fed, which holds the hegemony of the US dollar, care about other places? !

Eduardo Porter, an information columnist of Bloomberg, recently questioned: "Can the Fed led by Powell afford to ignore geopolitics?"

The article points out that today, the Fed once again faces the high inflation in the Volcker era. As it is raising interest rates at the fastest rate in more than 40 years, "the original memory of people’s disillusionment with economic prosperity is resurfacing throughout Latin America and the wider developing countries."

In connection with the direct and indirect damage caused by the United States’ indiscriminate unilateral sanctions against other countries by using the hegemony of the US dollar for many years, the international community generally believes that the economic and financial policies of the United States have become the biggest challenge to global financial stability, economic recovery and common development.

Faced with the harm of dollar hegemony to the world economy, more and more economies have begun to take practical actions to safeguard their rights and interests. Many countries, including some American allies, have actively explored the path of "dollarization" by reducing US debt, promoting bilateral monetary agreements and diversifying foreign exchange reserve assets. In addition, central banks are still buying gold at the fastest rate since 1967.

△ Reuters reports: In 2022, central banks bought a record 1,136 tons of gold, and in 2023, the trend of global central banks’ gold purchase continued.

With the acceleration of the global "dollarization" process, the control of the US dollar as the world’s reserve currency on the international economic system is weakening. The data shows that in the past 20 years, the share of the US dollar in the international reserves of global central banks has dropped by 12 percentage points, from 71% to 58.36% in 2022, which is the lowest level since the data was recorded in 1995.

Peter Earle, an economist at the American Economic Research Institute, recently pointed out in his article "De-dollarization has begun" that the US dollar has gradually changed from an ordinary carrier of payment, settlement and investment to a financial tool used by the US government to implement unilateral sanctions. Especially after the escalation of the Ukrainian crisis last year, the US wantonly weaponized the US dollar, which accelerated the flight of many countries. "In the long run, ‘ De-dollarization ’ Will continue, and the dollar will lose power overseas sooner or later. "

Pepe Escobar, a Brazilian geopolitical analyst and senior journalist, called American monetary policy "casino capitalism" in an interview with the media. He pointed out that after weighing the pros and cons, more and more countries found that the US dollar was not safe. The aggressive U.S. sanctions policy and reckless government spending have significantly reduced the international appeal of the dollar. The upcoming BRICS summit in South Africa may be the key to progress in dollarization. The dollar-centered world order is doomed to end.

The man’s WeChat friend circle’s online loan was cheated, and the suspect claimed to have been a victim.

According to CCTV news, nowadays, e-wallet payment is becoming more and more popular, which has also spawned many online credit products. Consumers can often advance a certain amount after opening online credit services and enjoy the shopping experience of "spending first and repaying later". However, some criminals with ulterior motives take advantage of this convenience to engage in illegal and criminal activities.

False online shopping, mobile phone cashing, being cheated

In Mr. Zhang’s WeChat circle of friends in Wenzhou, Zhejiang, a friend Huang often posts information about the cashing of an online credit product. Recently, Mr. Zhang was in urgent need of 4,000 yuan in cash, so he contacted Huang, who said that he could help Mr. Zhang cash out by buying goods through Taobao.

Mr. Zhang took the Taobao link he provided according to Huang’s statement, and paid 4060 yuan through this online credit product. After that, he gave Huang a screenshot of the payment as required and told the merchant to mention it himself. Huang said that because the e-commerce platform transaction needs logistics information, the merchant will send an empty parcel to Mr. Zhang. After Mr. Zhang confirms the receipt, he will directly transfer the money after deducting the handling fee to Mr. Zhang through Alipay.

After confirming the receipt of the goods, Mr. Zhang contacted Huang with WeChat and asked him to transfer the cash. Unexpectedly, Huang did not reply and even blacked it out.

The suspect posted a large number of cash advertisements and was reported.

Mr. Zhang immediately called the police, and the police investigation found that shortly after Mr. Zhang photographed the mobile phone and paid for it, the mobile phone was taken away from the merchant’s physical store.

As can be seen from the surveillance video provided by mobile phone merchants, a man in black came to the store that day to fill in relevant information, and showed the salesperson a screenshot of Mr. Zhang’s payment, and successfully took away Mr. Zhang’s mobile phone.

The police investigation found that Huang posted a large number of cash advertisements, and many netizens posted reports that their QQ number was suspected of fraud.

Using the victim’s cash to cheat.

According to Huang’s online social account provided by the victim, the police found that Huang was suspected of multiple online frauds through the series of cases, and the process of several victims being cheated was very similar.

The QR code is provided to the other party → the other party scans the code and sends the money → the money is collected, and the remaining money after receiving the handling fee is not returned to the other party, thus defrauding the other party’s money.

After further investigation, the police found out the true identity and foothold of Huang, and then arrested him. At present, Huang has been criminally detained by the police for alleged fraud.

On Huang’s mobile phone, the police found a lot of information cashed out through online credit. Online credit consumption is similar to credit card consumption, as long as the repayment is made within the specified time, there is no need to pay interest. Hwang is grasping the victim’s psychology of wanting to cash out to cheat.

The suspect was a victim of online credit cashing.

Huang, a criminal suspect in his early 20 s this year, has no fixed job and income. According to him, he was also the victim of online credit cashing scam. Instead of calling the police, he cheated others.

Huang posted a large number of information on Weibo, WeChat friends circle, post bar, QQ group, forums and other platforms that can provide online credit cashing services, saying that he can help others cash out with a certain handling fee. Since only certified merchants can collect money through online consumer credit, Huang found several shops as the "home" for direct collection. After the "business" is successful, he will give the merchants a commission.

After receiving the payment through the QR code or Taobao link, the merchant transfers the cash amount to Huang, and then Huang transfers it to the victim. However, often Huang does not transfer the money to the victim as agreed after receiving the payment, but directly takes it for himself and pulls the victim into the blacklist.

Police: the risk of online loan cashing is high.

According to the police, if a merchant helps others to use online credit to cash out a certain amount, it will constitute an illegal business operation crime; If you know that the parties use online credit to cash in fraud and cooperate, it will also constitute fraud.

The police reminded merchants that they must operate according to law; At the same time, it also reminds the masses that online credit cashing itself violates the financial management order, and there are high risks. Don’t covet petty profits. If you find that you have been cheated, you should call the police at the first time.

Guangdong Provincial People’s Government’s Implementation Opinions on Reforming and Perfecting the Provincial Fiscal Transfer Payment System

?

Guangdong Provincial People’s Government on Reforming and Perfecting the Provincial Policy

Opinions on the implementation of financial transfer payment system

People’s governments at the local level and listed, people’s governments of counties (cities, districts), departments and institutions directly under the provincial government:

In order to deepen the reform of the fiscal and taxation system and accelerate the establishment of a modern financial system, according to the requirements of "Opinions of the State Council on Reforming and Perfecting the Central-local Transfer Payment System" (Guo Fa [2014] No.71), we now put forward the following implementation opinions on reforming and perfecting the provincial-level financial transfer payment system.
  I. General requirements

  (1) Work objectives. In accordance with the decision-making arrangements of the CPC Central Committee, the State Council, the provincial party committee and the provincial government, with the main goal of promoting regional coordinated development and equalization of basic public services, we will deepen the reform of fiscal and taxation system below the provincial level, increase transfer payments, optimize the transfer payment structure, standardize the allocation and use of funds, strengthen supervision and management and performance evaluation, establish and improve a scientific, standardized and unified provincial financial transfer payment system, improve the balance of financial distribution between regions and levels, and promote the sustained and healthy development of the province’s economy and society.
  (2) Basic principles.
  1. Adhere to the problem orientation and clarify the subject of responsibility. In view of the main problems existing in the current financial transfer payment system, carefully study and formulate measures to solve them, and ensure that the transfer payment system is connected with the reasonable division of powers and expenditure responsibilities. Strengthen the function of promoting the equalization of basic public services as a whole at the provincial level, and clarify the main responsibility of cities and counties to make good use of superior transfer payments to promote economic and social development.
  2. Adhere to the sinking of financial resources and ensure the development of grassroots units. Adhere to the principle of "suppressing the level and protecting the grassroots" and further increase the transfer payment from the province to cities and counties. Efforts will be made to clean up and integrate special transfer payments, improve the stable growth mechanism of general transfer payments, and promote the development of county economy.
3 adhere to the combination of awards and compensation, and play a guiding role. On the premise of ensuring basic fairness and ensuring the needs of basic public services, we will strengthen the incentive and guidance effect of transfer payments and mobilize the enthusiasm of governments at all levels below the provincial level to promote coordinated economic and social development.
  4. Adhere to standardized management and improve capital efficiency. Strictly allocate, manage and use transfer payment funds, and strengthen the guidance and supervision of provinces to cities and counties. Accelerate the disbursement of transfer payment funds and effectively improve the efficiency of fund use.
Second, optimize and adjust the transfer payment structure

  (1) Adjust the transfer payment structure in combination with the division of powers. On the basis of reasonably dividing the powers and expenditure responsibilities of governments at all levels, we will optimize and adjust the transfer payment structure. In addition to the powers assumed by the central government in accordance with the regulations, if it belongs to the provincial powers, the province shall bear the full expenditure responsibility, and in principle, it shall be organized and implemented by the province through the expenditure arrangement at the provincial level; Belong to the province and the city and county share the power, by the province and the city and county share the responsibility of expenditure, the province share part can be entrusted to the city and county through special transfer payment; Belonging to the city and county, the city and county shall bear the responsibility for expenditure. In underdeveloped areas, cities and counties bear the financial gap in expenditure responsibility, and the province mainly gives appropriate support through general transfer payments, and a small number of guiding, relief and emergency affairs can be supported through special transfer payments.
  (2) Increase the proportion of general transfer payments. Further reduce special transfer payments, expand general transfer payments, and enhance the overall planning ability of cities and counties. Strive to increase the proportion of general transfer payment of provincial finance to 60% or above before the end of 2015, and keep it at a high level in future years. Gradually form a transfer payment structure with a balanced distribution of financial resources between regions and general transfer payments arranged and used by the municipal and county governments as the main body, and a reasonable and appropriate proportion of general transfer payments and special transfer payments.
  (3) Expand the scale of transfer payments. Further increase the transfer payment from the province to cities and counties, give preferential support to underdeveloped areas and grassroots governments, and promote the horizontal and vertical financial structure balance in the province. Through the transfer payment to less developed areas, we will improve the balance of expenditure between regions, gradually increase the proportion of expenditure in the eastern and western regions of Guangdong Province to the total expenditure at the prefecture (county) level, and further promote the revitalization and development of the eastern and western regions of Guangdong Province. Through the sinking of transfer payments, we will improve the balance of expenditures between levels, gradually increase the proportion of county-level expenditures in the total expenditures at all levels in the province, and continuously enhance the ability of county-level basic financial support.
Third, improve the general transfer payment system

  (1) Improve the general transfer payment system. In accordance with the principle of combining "basic protection" with "strong incentives", a general transfer payment system with indemnificatory transfer payment, incentive transfer payment, transfer payment in ecological areas and transfer payment in special difficult areas will be established and improved. The total amount of affordable transfer payments, transfer payments in ecological areas and transfer payments in areas with special difficulties should be kept above 60% of general transfer payments.
  (2) Give play to the role of guaranteeing transfer payment. The balanced transfer payment base, fixed amount subsidy, settlement subsidy and general transfer payment with special purpose will be included in the scope of guaranteed transfer payment. Guaranteed transfer payment is oriented to "guarantee the basics", ensuring the vested interests of cities and counties, and ensuring the financial needs of cities and counties in underdeveloped areas to provide basic public services and maintain the normal operation of political power.
  (3) Strengthen the guiding effect of incentive transfer payment. We will implement incentive transfer payment mechanisms such as coordinated development awards and fiscal revenue increase awards, and constantly improve system design and factor indicators in light of the development of the economic and social situation. Incentive transfer payment is guided by "strong incentives", focusing on the key work arrangements of the provincial party Committee and the provincial government, stimulating and mobilizing the enthusiasm of cities and counties, and guiding cities and counties to complete the objectives and tasks of "stabilizing growth, adjusting structure, promoting reform, benefiting people’s livelihood and preventing risks".
  (4) Improve the transfer payment in ecological areas. We will implement a transfer payment mechanism that combines awards and compensation for key ecological functional areas and other ecological areas, establish and improve the index system for ecological environmental protection, implement horizontal and vertical assessment, properly link the allocation of funds with the assessment results, and guide and urge ecological areas to implement the main responsibility of promoting the construction of local ecological civilization.
  (5) Increase the tilt of transfer payment in areas with special difficulties. Give full consideration to the actual situation of ethnic minority counties, former central Jiangsu counties, key poverty alleviation and development counties and other areas with weak economic foundation and poor natural and geographical conditions, and increase the province’s transfer payments to old revolutionary base areas, ethnic minority areas, border areas, areas with financial difficulties and resource-exhausted cities. Transfer payments and guaranteed transfer payments in areas with special difficulties will give preferential support to areas where the old and the young are poor, so as to ensure that the average per capita access to general transfer payments in these areas is higher than the provincial average.
Four, clean up and standardize the special transfer payment

  (1) Clean up and integrate the existing special transfer payment items. Special transfer payments that do not meet the requirements of economic and social development, have no reasonable basis for examination and approval, are found to be inefficient in the use of funds through performance evaluation, or are found to be obviously illegal in financial supervision and audit inspection, and are resolutely revoked. In combination with the reform of the tax and fee system, the provisions on urban maintenance and construction tax, sewage charges, the price of exploration and mining rights, mineral resources compensation fees and other special funds will be gradually abolished, and funds in related fields will be arranged as a whole. For the special transfer payment whose establishment period has expired and the original policy objectives and tasks have been completed, the provisions on recovery at maturity shall be strictly implemented. We will integrate the special transfer payments that are scattered, have similar goals, use similar directions, support similar objects, and have similar fund management methods. Strictly control the number of special fund projects managed by provincial departments, and reduce the special funds of provincial general public budget to less than 60 by 2016 according to the principle of "one department and one special project, no special project and no new special project". Establish and improve the regular evaluation and withdrawal mechanism for special transfer payment projects that really need to be retained.
  (2) Strictly control the newly established special transfer payment projects. In addition to the transfer payment projects explicitly required by the state, in principle, no new special transfer payment projects will be established at the provincial level. If it is really necessary to establish a new provincial special transfer payment project, it is necessary to conduct a feasibility study and put forward a clear performance target in accordance with the regulations, and report it to the provincial finance department for examination and approval, and then report it to the provincial government for examination and approval. The newly-established special projects should have clear policy basis, policy objectives, fund demand, fund use, implementation plan, annual fund arrangement, establishment period, performance objectives, competent departments and division of responsibilities, and establish a regular evaluation and withdrawal mechanism accordingly. The budget of special transfer payment funds shall be "fixed for one year", and the arrangement shall not be solidified. If it still needs to be arranged after the expiration, it shall be submitted for approval according to the procedures after performance evaluation and special audit.
  (3) Gradually withdraw from the competitive field. Any special transfer payment that is "small, scattered and chaotic", has no obvious effect and can be effectively adjusted by the market competition mechanism, will be resolutely cancelled. For the special transfer payments in competitive fields that have been introduced due to price reform and macro-control, the implementation period should be clearly defined and cancelled upon expiration. For the reserved competitive fields with certain externalities, we should control the scale of funds, highlight the key points of protection, gradually change the administrative distribution mode, mainly adopt market-oriented operation modes such as fund management, and gradually combine with financial capital to play a leverage role in inciting social capital. For a few people who are not suitable to implement the fund management model, we should take subsidy methods such as discount, construction first and subsidy afterwards, insurance premium subsidy, guarantee subsidy, etc. on the premise of clarifying the subsidy mechanism in advance, so as to prevent problems such as vague subsidy mechanism, difficulty in implementation or taking subsidy funds.
  (4) Standardize the measures for the management of special funds. There should be only one fund management method for each special transfer payment. If there are multiple fund management methods for a special project, it should be integrated and merged, and no special project should be added in disguise. The fund management measures should define the policy objectives, division of responsibilities among departments, objects of fund subsidies, scope of fund use, methods of fund allocation, procedures of fund allocation, requirements of supervision and inspection and performance management, information disclosure, etc., and gradually meet the requirements of unified distribution subjects, consistent distribution methods and unique application and approval procedures. If it is necessary to issue a project declaration guide or a declaration notice, it should be made clear in the fund management measures. Subsidies should be set according to policy objectives and classified according to government agencies, institutions, individuals and enterprises, so as to facilitate supervision and inspection and performance evaluation.
(five) gradually cancel the city and county funding requirements. On the basis of a reasonable division of the powers and expenditure responsibilities of governments at all levels, except that the provinces and cities and counties share the powers according to regulations, the provinces no longer require the cities and counties to bear matching funds when arranging special transfer payments. The expenditure responsibility shared by provinces, cities and counties should be based on public welfare, externalities and other factors to clarify the standard or proportion of sharing expenditure responsibility by governments at all levels below the provincial level. According to the local financial situation, the same special project can be divided into different regions, and the sharing ratio of different special projects to the same region should be gradually unified and standardized.
Five, standardize the allocation of transfer payment funds

  (1) Explore the establishment of a linkage mechanism between transfer payment and urbanization of agricultural transfer population. Establish and improve the dynamic management and information sharing mechanism of agricultural transfer population, and strengthen the statistics of agricultural transfer population and the policy of citizenization. For general transfer payments and special transfer payments that are distributed according to the factor method and the benefit scope involves local residents, factors such as the permanent population of cities and counties should be considered when allocating funds, and they should be appropriately linked to the citizenization of local agricultural transfer population, which objectively reflects the basic public service expenditure needs of cities and counties. When allocating funds by using other relevant indicators related to the per capita level, the population should be calculated by considering the data of permanent population, registered population and financially supported population.
  (2) Improve the allocation of general transfer payment funds. In principle, the general transfer payment adopts factor method and formulaic distribution, scientifically sets the factors and weights of distribution, fully considers the nature of transfer payment and the actual situation of each region, and promotes the balanced distribution of financial resources between regions and the equalization of basic public services. Affordable transfer payments and transfer payments in areas with special difficulties mainly adopt indicators such as the per capita disposable financial resources level of cities and counties, the per capita general public budget expenditure level, and the demand for basic financial resources, as well as objective factors such as population and jurisdiction area. Incentive transfer payment can be targeted to set up an assessment index system, which is appropriately linked to the promotion of coordinated development of local economy, society and ecology and the strengthening of financial management in cities and counties, and the allocation of transfer payment funds can be calculated in combination with the results of supervision and inspection and performance evaluation in the previous year.
  (3) Standardizing the allocation of special transfer payment funds. Strict special transfer payment funds allocation requirements, clear departmental responsibilities, social organizations, industry associations, enterprises and institutions and other non-administrative organs shall not be responsible for the allocation of funds. Special transfer payments are generally allocated by project method or factor method. For major projects, investment projects across cities, counties and river basins, and key projects with strong selectivity, competitiveness and externalities, the project method is mainly adopted for allocation, project library management is implemented, the subject, scope and conditions of project declaration are defined, the project declaration process is standardized, professional organizations and experts are brought into play, and the supervision and balance mechanism is improved. For the projects with the advantages of regional management information, we mainly adopt the factor method to allocate, select objective factors, determine reasonable weights, calculate according to the scientific and standardized allocation formula, cut them into pieces and distribute them to cities and counties, and decompose them into subsidy objects according to regulations. For special projects related to the vital interests of the masses, the administrative distribution mode can be changed, and the distribution mechanism of government guidance, social organization evaluation and mass participation can be gradually promoted.
Six, strengthen the transfer payment budget management

  (1) Strengthen budget preparation. General transfer payments are budgeted according to the basic standards and calculation methods stipulated by the central and provincial governments; Special transfer payments shall be budgeted by project and region. The financial transfer payment issued by the provincial government must be included in the budget management of the city and county governments, accurately included in the relevant revenue and expenditure accounts, and reported by the city and county governments to the people’s congresses at the same level or their standing committees according to regulations.
(two) timely release of the budget. To strengthen the connection with the budget management of cities and counties, the provincial finance department should issue the estimated number of transfer payments to cities and counties in advance, in which the proportion of transfer payments distributed by factor method and with relatively fixed amount reached more than 90% in advance, and cities and counties should incorporate all the estimated numbers into the budget at the corresponding level. Except for special projects such as factual settlement, the budget can be issued by stages or paid in advance before settlement. The provincial general transfer payment will reach the municipal level and the county directly under the finance within 30 days after the provincial people’s congress approves the budget, and the special transfer payment will reach the municipal level and the county directly under the finance within 60 days. After receiving the provincial financial transfer payment, the municipal government should officially reach the counties under its jurisdiction within 30 days.
  (3) Promoting information disclosure. The budget arrangement and implementation of the provincial financial transfer payment should be explained in the annual budget report submitted to the provincial people’s congress for deliberation, and made public within 20 days after the provincial people’s congress approved the budget, and explained the important matters; The municipal and county governments shall explain the management and use of transfer payment funds from higher levels in the annual budget and final accounts report submitted to the people’s congress at the same level for deliberation, and make it public in a timely manner. In addition to confidentiality requirements, financial departments at all levels should take the initiative to disclose the establishment basis, management methods, fund scale, distribution results, purpose items, users, performance evaluation, supervision and inspection, audit results and other information of financial transfer payment to the public.
(four) to strengthen the overall planning of government fund budget and general public budget. The general public budget can no longer arrange or reduce the arrangements for projects that are budgeted by government funds. The special transfer payment arranged by the government fund budget and the general public budget at the same time should be regarded as a special project in specific management, and a unified fund management method should be formulated and a unified fund distribution method should be implemented.
Seven, strengthen the supervision and inspection of transfer payment funds and performance evaluation.

  (a) establish and improve the supervision and inspection system. We will strengthen supervision and inspection of the implementation of the transfer payment budget, the use of funds and financial management, and combine the self-examination of cities, counties and departments, financial inspections and spot checks, and audit supervision to effectively prevent key expenditures such as people’s livelihood from being used for other purposes. The provincial finance department shall, in accordance with the provisions, organize inspection and supervision or focus on spot checks, and the proportion of annual supervision and inspection shall reach more than 10% of the total transfer payment funds in that year. The provincial audit department shall, in accordance with the provisions of relevant laws, regulations and systems, strengthen the audit supervision of the provincial financial transfer payment funds.
  (2) Establish and improve the performance evaluation system. Strengthen the management of performance objectives, performance self-evaluation, key evaluation and application of results of transfer payment funds, establish and improve a diversified evaluation mechanism combining self-evaluation of cities, counties, departments and users, financial key evaluation and independent evaluation of third parties, and improve the general performance evaluation methods for transfer payment funds. Gradually expand the scope of performance evaluation of transfer payment funds. In principle, all transfer payment funds should be subject to performance self-evaluation, and transfer payment funds exceeding a certain amount should be subject to key evaluation or entrusted to a third-party institution for independent evaluation. Improve the effectiveness and credibility of the performance evaluation results of transfer payment funds, gradually combine the performance evaluation results with budget arrangements and make the performance evaluation results public.
Eight, accelerate the relevant supporting reforms.

  (a) to establish a system that is compatible with the responsibility of expenditure. On the basis of reasonably dividing the powers of the central and local governments, we will explore the establishment of a system in which the powers of governments at all levels below the provincial level are compatible with their expenditure responsibilities. Strengthen the responsibility of provincial governments to promote the equalization of basic public services in the province as a whole, clarify the main responsibility of city and county governments to use their own financial resources and superior transfer payments to promote local economic and social development, and promote the matching of financial resources and powers.
(two) to promote the reform of the financial management system, such as the direct management of counties. Standardize and improve the relevant systems of financial reform in counties directly under the jurisdiction of the province, and appropriately expand the pilot scope of financial reform in counties directly under the jurisdiction of the province. On the basis of the gradual accounting of the allocation of financial transfer payment funds from the province to the county level, through the financial reform of the county directly under the jurisdiction of the province, the advantages of flat management will be brought into play, and the transfer payment funds will be allocated to the pilot counties, and the provincial financial department will carry out supervision and inspection and performance evaluation directly to the pilot counties to improve the efficiency of transfer payment funds.
(three) the implementation of the comprehensive performance appraisal of the financial management of cities and counties. According to the requirements of the central government for the comprehensive performance appraisal of local financial management, the provincial financial department implements the comprehensive performance appraisal of financial management for the financial departments of cities and counties, establishes a performance appraisal index system, and promotes the improvement of financial management at all levels. For municipal finance departments, it is required to improve their own management, at the same time, strengthen the macro-control of county-level financial balance within their jurisdiction, and improve the basic financial security level of municipal districts.
  (4) Improve the municipal financial transfer payment system. The municipal government at or above the prefecture level should refer to the provincial transfer payment system to cities and counties, and reform and improve the municipal transfer payment system. Combined with the division of government affairs and expenditure responsibilities at all levels below the provincial level, optimize the transfer payment structure of the city. For the general transfer payment issued by the provincial level, the municipal government should take effective measures to ensure that it is used as a whole for related key expenditures; For the special transfer payments issued by the provincial level, the municipal government can, on the basis of not changing the use of funds, combine the relevant special situations arranged at the corresponding level, increase the integration efforts, and integrate the special transfer payments with the same support direction and related fields.
Nine, strengthen organizational leadership and work cooperation

Reforming and perfecting the transfer payment system is an important part of the reform of the fiscal and taxation system, which involves a wide range of issues, has strong policies, and has great interests adjustment. All localities and departments should attach great importance to it, raise awareness, conscientiously follow the work arrangements and requirements of the central and provincial governments, strengthen organizational leadership and work coordination, and solidly promote various work measures to ensure that relevant reforms are put in place. Local governments bear the main responsibility for the management of transfer payment funds. The financial department is responsible for the construction of transfer payment system, budget arrangement, fund allocation and disbursement, and organizes supervision, inspection and performance evaluation. Relevant competent departments put forward relevant opinions and management requirements on the allocation of transfer payment funds, and are specifically responsible for project declaration management, fund supervision and performance evaluation. The unit using funds shall bear the direct responsibility for the management of the use of funds. The audit department shall, in accordance with relevant laws, regulations and relevant provisions, supervise the management of transfer payment funds in the whole process. Discipline inspection and supervision departments investigate and deal with violations in the use of transfer payment management according to discipline and law, and carry out the integrity review of relevant systems according to the violations found.

Building a strong trading country is an inevitable measure to promote the quality change, efficiency change and power change of China’s economic development and improve the total factor productivity, and it is also an important content and urgent requirement for building a modern economic system. The Central Economic Work Conference held a few days ago proposed that we should make greater efforts to promote the stable scale and excellent structure of foreign trade, make greater efforts to promote the stable stock and expansion of foreign investment, and cultivate new growth points of international economic and trade cooperation.

For some time, due to the epidemic situation and other uncertain factors, domestic and foreign trade exchanges have been affected to some extent. Thanks to the unremitting efforts of various regions and departments, various policies were introduced in a timely manner, and the level of cross-border trade facilitation and foreign trade business environment were continuously optimized. Recently, many governments have organized charter flights to help foreign trade enterprises "go out to sea" to participate in exhibitions and talks, which has become a useful exploration to stabilize the basic foreign trade.

  Suzhou, Jiangsu — —

  "Everyone’s confidence has increased."

In the workshop, machinery flies and production lines are running at full capacity; Outside the factory building, several yellow forklifts shuttled back and forth, loading boxes of products to be exported abroad for shipment … … On the afternoon of December 17th, the factory of Jiangsu Suzhou Yita Electric Technology Co., Ltd. was in full swing. "It’s been almost three years since I was so busy. The company participated in a chartered flight from suzhou economic and trade to Japan, and got a new order of more than 30 million yuan in a few days. Now the construction period is particularly full. " Zhao Yuming, R&D manager of Yita Electric, said.

Back on November 17th, an 88-member suzhou economic and trade delegation flew to Tokyo from Sunan Shuofang Airport by charter flight. This is the first time that Suzhou has conducted overseas business exchanges as a team in the past three years. By organizing charter flights, foreign trade enterprises can seize more orders and sell local products all over the world; At the same time, the investment promotion team sent by the government department is also carrying out accurate investment promotion non-stop to attract high-quality projects and elite talents to Suzhou.

Wu Xiaoli, director of the Economic and Trade Development Bureau (China Merchants Bureau) of Xiangcheng Economic and Technological Development Zone, is one of the members of the investment promotion team in suzhou economic and trade Tuanxiangcheng District. She told reporters that in recent years, Xiangcheng Economic Development Zone has actively built a gathering area for Japanese-funded enterprises, and more and more Japanese-funded enterprises have chosen to settle here. However, in the past three years, affected by the epidemic, some Japanese-funded projects have not progressed smoothly, and some have even come to a standstill.

Gongyun Stamping is a Japanese-funded enterprise rooted in Xiangcheng Economic Development Zone for more than ten years. In the last year or two, the company needs to increase capital and expand production, but because it is impossible to talk face to face, telephone communication has not made substantial progress for more than a year. On this trip to Japan, a delegation from Xiangcheng Investment Promotion Team came to Osaka and visited Gongyun Stamping’s head office in Japan. The two sides sat together and had an open discussion. In this way, it took only two hours for the two sides to sign a memorandum of cooperation.

During the seven days of investment promotion in Japan, 12 investment promotion teams from Suzhou visited 62 enterprises and institutions, held three exchange and promotion meetings, and reached 32 investment intention projects with an intentional investment of 1.86 billion US dollars. Foreign trade enterprises visited more than 200 Japanese customers, and strived for new orders exceeding RMB 1 billion.

The trip to Japan is just the beginning of suzhou economic and trade’s charter flight. At 1 o’clock in the middle of the night on December 9, with an Eastern Airlines passenger plane carrying more than 200 passengers slowly taking off from the runway of Nanjing Lukou Airport, Suzhou business charter flight to Europe was officially opened.

"This charter specially chose 1 o’clock in the middle of the night, hoping to visit customers as soon as they landed." Sun Jianjiang, director of Suzhou Municipal Bureau of Commerce, said. The time in Europe is very short, but more than 230 events have been arranged, such as visiting the top management of enterprises and holding investment promotion activities … … 30 teams went deep into major cities in Europe, racing against time to grab orders and recruit projects.

On this trip to Europe, Gu Li, the general manager of Jiangsu Changjiang Paper Co., Ltd. from Changshu, brought three suitcases, two of which were filled with the latest R&D and design products of the company. Before leaving, Gu Li set herself a goal: to win an order of 5 million dollars. What she didn’t expect was that on her first day in Europe, she won an order of $1 million from an old customer in Turin, Italy. In the next few days, Gu Li’s schedule was full every day and orders kept coming. During this trip to Europe, the company received a total of about 15 million US dollars in orders, about one third of which came from new customers.

On December 18th, Suzhou chartered plane group to Europe has returned to China. During the charter flight trip to Europe, the suzhou economic and trade delegation "returned with a full load". Thirty investment teams visited 325 enterprises and institutions, signed 37 projects on the spot, and held (participated in) 29 investment promotion exchanges, reaching a total investment of 5.954 billion US dollars. According to the preliminary statistics of Suzhou Municipal Bureau of Commerce, the accompanying foreign trade enterprises visited 362 European customers and received orders of about 3 billion yuan, mainly for export.

Less than a month before and after, Suzhou concentrated on charter flights "going out to sea" twice, actively looking for market and development opportunities. "We are going to promote Suzhou’s excellent business environment, perfect industrial ecology and open mind." Sun Jianjiang said, "Through two charter flights, it is obvious that everyone’s confidence has increased!"

  Jiaxing, Zhejiang — —

"One meeting is worth a thousand emails"

On December 4th, in the departure hall of Xiaoshan International Airport in Hangzhou, Zhejiang Province, Xu Yihong, the head of Pinghu Aili Trading Company, re-set foot on the trip to Tokyo, Japan after three years. "This is my first time to take a charter flight organized by the government. I will participate in the Asian Textile Clothing Exhibition held in Tokyo this trip. I am really looking forward to it." Xu Yihong said.

Around Xu Yihong, representatives of various foreign trade enterprises went through the exit formalities one after another under the guidance of government commissioners. In the past three years, we have not gone abroad, and everyone has come up with products at the bottom of the closet, bringing as much as possible. "One meeting is better than a thousand emails. Enterprises must go out if they want to survive." A person in charge of a clothing company told reporters that he couldn’t wait to take all the styles of clothes out of the company’s warehouse.

Organized by Jiaxing Municipal Government, this commercial charter flight attracted 96 people from 50 enterprises. The team stayed in Tokyo, Japan for 7 days, participated in the Asian Textile Apparel Exhibition, and carried out business visits, inspection, investment promotion and other activities.

"In July this year, we thought about charter flights leaving the country and organizing them through online and offline publicity. At that time, more than 80 people signed up, but soon nearly half of the enterprises backed out." Zhang Yueqin, director of Jiaxing Municipal Bureau of Commerce, said frankly, "The reason is also very simple, that is, I am worried about the uncertainty after going abroad."

In Zhang Yueqin’s view, Jiaxing has a high degree of export-oriented economy. It is imperative for government departments to let enterprises go out and bring in merchants. "I want enterprises to be bold ‘ Go to sea ’ The key lies in confidence, and the government must do a good job. "

To this end, the Jiaxing municipal government set up a special class to make full preparations for travel. The government official security group composed of Jiaxing Municipal Bureau of Commerce, Foreign Affairs Office and Health and Health Commission participated in the whole service guarantee, which dispelled the worries of enterprises.

When the plane arrived in Tokyo, two and a half days before the opening of the exhibition, many business leaders rushed to Kobe, Osaka, Nagoya and other places to visit customers.

Xu Yihong, who hasn’t seen an old customer for three years, has a suitcase full of new product samples. After in-depth exchanges, she was deeply inspired: "This time, I mainly understand the new trend of the Japanese garment market. Nowadays, Japanese young people prefer environmentally friendly products, and the raw materials of garments are mostly environmentally friendly materials such as renewable cotton." Subsequently, Xu Yihong contacted domestic suppliers for the first time and planned to adjust the next production strategy.

On the second day of the opening of the Asian Textile Apparel Exhibition, Lu Chenhui, a salesman of Zhejiang Jiaxin Silk Co., Ltd., rushed to Asakusa, Tokyo by bus to meet the intended customers. "On the first day of the opening ceremony, the company booth ushered in a single business and won ‘ Get off to a good start ’ I want to seize the opportunity to run more these days. " When I came to the exclusive store of the intended customer, the customer introduced the products and requirements to Lu Chenhui in detail. Because of the smooth face-to-face communication, the other party packed the fabric samples needed and asked Lu Chenhui to take them back to China for further study.

According to reports, Jiaxing’s economic and trade delegations to Germany, France and Japan recently conducted nearly 30 business activities, visited nearly 50 enterprises and relevant institutions, won over 400 million yuan in intentional orders, and reached five intentional investment projects with an intentional investment of more than 200 million US dollars.

"In the follow-up, we also arranged nearly 100 groups to organize nearly 10,000 enterprises to go out to grab merchants and grab orders. ‘ Double grab ’ The activity has built a carrier for enterprises and overseas customers. In the long run, this work will continue to be consolidated. " Zhang Yueqin said.

  Shenzhen, Guangdong — —

"Overseas customers have a strong desire to meet."

"90% of the company’s customers are overseas and affected by the epidemic. In the past three years, we have mainly contacted customers through video conferences and emails. The medical consumables market has entered a period of rapid growth, and overseas customers have a strong willingness to meet. " Not long ago, Chen Jiequan, foreign trade director of Shenzhen Baimingsheng Medical Devices Co., Ltd., who attended the International Hospital and Medical Equipment Exhibition in Dü sseldorf, Germany, told reporters by telephone.

Recently, under the organization of Shenzhen Municipal Bureau of Commerce, more than 20 responsible persons of Shenzhen medical device enterprises, including Bai Mingsheng Medical Device Company, collectively took a boat from Shekou Wharf to Hong Kong to transfer to Europe, participated in the influential international hospital and medical equipment exhibition in the field of medical equipment in the world, and had face-to-face communication with overseas customers.

"Shenzhen organized several charter flights (cabins) to help enterprises ‘ Go to sea ’ Give full play to the policy combination effect and departmental linkage to help foreign trade enterprises grab orders and stabilize the market. " Wu Yuexi, deputy director of the Foreign Cooperation Department of Shenzhen Municipal Bureau of Commerce, introduced that in 2022, Shenzhen Municipal Bureau of Commerce included 68 overseas exhibitions in the key support plan for overseas exhibitions, and regularly supported enterprises to expand the international market. At present, it has assisted nearly 1,000 Shenzhen enterprises to organize a group to "go out to sea" and recently organized 6 charter flights (cabins).

"At this international hospital and medical equipment exhibition, Shenzhen participated in the city as a unit. No matter the booth area, the number and quality of exhibitors, or the level of science and technology, it was a wonderful appearance in front of international counterparts." Wang Bin, executive vice president of Shenzhen Medical Device Industry Association, said that setting up an exhibition group can help small and medium-sized enterprises in the industry "go out to sea" to seize business opportunities.

In Dü sseldorf, Bermingsheng Medical Device Company not only fulfilled the order of more than 10 million euros, but also negotiated the project transfer and development cooperation with its partners in the next three years. Chen Jiequan introduced that at this exhibition, the overall performance of China enterprises made foreign partners feel China’s stable market and increasing innovation ability.

Qiu Shuai, deputy general manager of Shenzhen Xianjian Xinkang Medical Electronics Co., Ltd., also gained a lot from this delegation. Thanks to the company’s excellent products and the overall momentum of the Shenzhen Pavilion, more than 80 foreign institutions have conducted in-depth communication with Qiu Shuai and expressed their willingness to become regional agents for the company’s products. At present, the company has selected 24 from more than 80 foreign institutions as the first step of international marketing, and also increased the proportion of overseas sales from 10% to 30% in the near future.

In Jakarta, Indonesia and Kuala Lumpur, Malaysia, Shenzhen Products Indonesia Exhibition Center and Malaysia Exhibition Center were officially opened a few days ago, and Shenzhen product supply and demand matchmaking meeting was held at the same time. More than 70 well-known brand enterprises in Shenzhen all went into battle, attracting a large number of local buyers to come to the field to see the goods and negotiate docking on the spot.

"Enterprises participate in government organizations ‘ Go to sea ’ Participating in the exhibition, Shenzhen gives 80% air ticket subsidy and 50% booth fee subsidy, which is rare. " As a member of Shenzhen Intelligent Manufacturing Exhibition Group of 2022 (Jakarta) Intelligent Technology Exhibition, Shenzhen Skyworth — Liu Dangdang, deputy general manager of overseas marketing headquarters of RGB Electronics Co., Ltd. and general manager of regional business department, said that this time, Shenzhen science and technology enterprises not only displayed and released high-end products, but also showed the charm of "China Zhizao" to overseas users, and also reached cooperation with local governments and chambers of commerce. "We are confident that we will get back the lost time, open up new markets, expand new business opportunities and enter a new stage of development." Liu Dangdang said.

"In 2023, Shenzhen will organize a delegation ‘ Go to sea ’ The number of key support projects has increased from 68 to 105, the scope of support has been greatly improved, and the policy has continued to exert strength, further helping Shenzhen enterprises to explore overseas markets. " Wu Yuexi said.

How much pension can you get when you retire after 20 years? The official data is coming!

If you retire in 20-30 years, how much pension can you expect to receive? The official data is coming! Yesterday, the national social insurance public service platform was put into trial operation. According to the experience of Beijing Youth Daily reporter, the platform not only needs to input relevant data such as my monthly payment salary and actual payment years, but also has three unknown variables such as "average salary growth rate of employees in the future (%)", "future personal account bookkeeping interest rate (%)" and "future payment salary growth rate (%)", so the calculation is not the actual pension amount, but more a scientific prediction for the future.

The official helps you predict how much pension you will receive.

The national social insurance public service platform (http://si.12333.gov.cn) has been put into trial operation. The platform can provide social security annual enrollment information inquiry, treatment qualification authentication, pension calculation, social security relationship transfer inquiry, remote medical inquiry, overseas exemption application, social security card and electronic social security card status inquiry, etc., all of which are national and cross-regional services.

The website platform provides two registration methods, one is according to the ID number, and the other is according to the social security card and social security bank card.

The reporter login test of Beiqing Daily takes only 1 minute, which is convenient and quick, from inputting information to inputting mobile phone number, waiting for receiving SMS password and completing registration.

The registered login successfully entered the column of "Pension Calculation", and the webpage of "Calculation of Pension Insurance Benefits for Urban Employees" was displayed. You can select "Employees of Urban Enterprises", "Individual Industrial and Commercial Households or Flexible Employed Persons" according to the insured type, and the data can be automatically predicted.

According to the information entered in the dialog box, the reporter of Beiqing Daily took a 40-year-old man as an example. The expected retirement age was 60 years, and the actual payment period was 15 years, which was deemed as the payment period of 15 years. At the end of last year, the personal account deposit was 180,000 yuan, and the average monthly salary of employees in the insured place (Beijing) last year was 8,467 yuan (released by the Statistics Bureau), and my monthly salary was 10,000 yuan, while "the average salary growth rate of employees in the future (%)" and According to systematic calculation, a 40-year-old man with a monthly income of 10,000 yuan will retire in 2039, with a monthly basic pension of 22,217 yuan.

What is the "personal account bookkeeping interest rate"

It is worth noting that the substitution of the three variables about future expectations will have a great impact on the prediction of future pensions.

Let’s take a 30-year-old man as an example. He is expected to work until he is 60 years old, and his monthly salary is 20,000 yuan. If the average wage growth rate of employees in the future (%) and the future contribution wage growth rate (%) are 10% and 5% respectively, he may have a pension in the future by substituting 3%, 5% and 8% into the future personal account charging rate (%). That is to say, when retiring in 2049, the insured person’s expected monthly basic pension is about 59,000 yuan to 71,800 yuan.

"Bookkeeping interest rate of personal account" directly affects the amount of future pension. The General Office of the Ministry of Human Resources and Social Security and the General Office of the Ministry of Finance issued the "Notice on Announcing the Bookkeeping Interest Rate of Personal Accounts of Basic Endowment Insurance for Employees in 2018", which announced that the bookkeeping interest rate of personal accounts of basic endowment insurance for urban employees (including basic endowment insurance for government institutions and enterprise employees) was 8.29% in 2018.

Bank time deposit interest rate in 2018: one-year fixed annual interest rate is 1.75%, and three-year fixed annual interest rate is 2.75%; The average yield of some bank wealth management products is about 4%. This means that under the same principal, the interest income of personal account of endowment insurance is 4.73 times that of regular deposit in the bank for one year and 2.03 times that of purchasing bank wealth management products.

The Ministry of Human Resources and Social Security pointed out that the bookkeeping interest rate of individual accounts for employees’ basic old-age insurance is announced by the Ministry of Human Resources and Social Security and the Ministry of Finance every year. The determination of bookkeeping interest rate mainly considers factors such as employee salary growth and fund balance, and is adjusted through reasonable coefficients, which shall not be lower than the bank time deposit interest rate.

The reporter of Beiqing Daily noted that in 2016 and 2017, the bookkeeping interest rates of personal accounts of basic old-age insurance for urban employees (including basic old-age insurance for government institutions and enterprise employees) were 8.31% and 7.12%, respectively, which were much higher than the deposit interest rates of banks in the same period.

There are also functions such as querying the status of social security cards.

It is reported that the platform will first provide the functions of social security annual enrollment information inquiry, treatment qualification authentication, pension calculation, social security relationship transfer inquiry, medical consultation in different places, overseas exemption application, social security card and electronic social security card status inquiry, etc., to achieve nationwide cross-regional services.

At present, 25 provinces have completed the docking of some areas with the national social insurance public service platform, and 22 provinces provide pension insurance benefits calculation services. Among them, 13 provinces will also provide personalized measurement services.

Data show that by the end of June, the number of people participating in basic pension, unemployment and work-related injury insurance in China was 947 million, 200 million and 245 million respectively, an increase of 4.43 million, 3.28 million and 6.5 million respectively over the end of last year.

Food and Drug Administration: Falsification and fabrication of data in clinical trials will be severely punished

BEIJING, Oct. 9 (Xinhua)-Talking about the reform of clinical trial management, Wang Zhexiong, director of the china food and drug administration Medical Device Registration Department, said today that he will jointly introduce the filing conditions and filing management measures for clinical trial institutions with the National Health and Family Planning Commission, establish a filing management information system for clinical trial institutions and clinical trial projects, strengthen supervision and inspection, and severely investigate and punish illegal acts of practicing fraud and fabricating clinical trial data during clinical trials.

On October 8th, the General Offices of the General Office of the Central Committee of the CPC and the State Council issued the Opinions on Deepening the Reform of Review and Approval System and Encouraging the Innovation of Medicines and Medical Devices, with a total of 36 articles in six parts. China food and drug administration held a press conference today to introduce the reform of drug and medical device examination and approval and encourage innovation, and to answer questions from reporters.

Wang Xiongxiong said that in 2014, the Food and Drug Administration issued the "Special Approval Procedure for Innovative Medical Devices (Trial)", which included innovative products with China’s invention patents, independent intellectual property rights, domestic pioneering technology, international leading level and significant clinical application value in special approval channels. At present, 29 products have been approved for marketing.

In 2016, the Food and Drug Administration issued the Priority Approval Procedure for Medical Devices, which included the products listed in the national major projects or key research and development plans, including the treatment of rare diseases, malignant tumors, diseases unique to the elderly and frequent diseases, including children’s special medical devices into the priority approval procedure. At present, eight products have been included in the priority approval scope. By innovating the special examination and approval of medical devices and giving priority to the examination and approval of medical devices, the trauma of operation is reduced, the diagnosis and treatment needs of special patients are met, the probability of early detection of diseases is improved, and the timely treatment of patients in the later period is ensured. The listing of these products provides clinicians with choices, reduces clinical costs through the supply of products, and makes patients feel the benefits of reform.

This time, the Central Office and the State Council issued opinions on deepening reform and encouraging innovation, and will carry out the following work in the reform of medical device review and approval.

The first is to reform the management of clinical trials. The filing conditions and filing management measures of clinical trial institutions will be jointly promulgated with the National Health and Family Planning Commission, the filing management information system of clinical trial institutions and clinical trial projects of medical devices will be established, and the supervision and inspection of clinical trial institutions and clinical trial projects will be strengthened. Illegal acts of practicing fraud and fabricating clinical trial data during clinical trials will be severely investigated and punished according to law.

For medical devices that are seriously life-threatening and have no effective treatment methods, the initial observation in clinical trials may benefit, allowing them to be used by other patients after informed consent through extended clinical trials, and the corresponding data can be used for the registration application of medical devices. At the same time, the clinical trial review and approval of medical devices will be changed from express permission to implied permission to improve efficiency.

The second is to speed up the review and approval of medical devices listed.Receive overseas clinical trial data that meet the requirements of China’s medical device registration regulations when registering medical devices, and at the same time, scientifically and reasonably set relevant requirements for clinical evaluation of medical devices, speed up the examination and approval of medical devices that are urgently needed in clinic, and reduce clinical trials for medical devices with rare diseases, and grant conditional approval for listing. There is no effective treatment for diseases that seriously endanger life, and medical devices that are urgently needed in public health can also be approved for marketing with conditions attached. Priority will continue to be given to the review and approval of innovative medical devices supported by major national science and technology projects and key national R&D plans.

The third is to improve the examination and approval system of medical devices and strengthen the capacity building of medical device evaluation institutions.Form a new review and approval system with review as the leading factor and inspection, testing and evaluation as the support. Carry out team review, establish a project review team composed of reviewers from clinical medicine, clinical diagnosis, machinery, electronics, materials and biomedical engineering, and be responsible for the review of innovative products.

Constantly improve the communication mechanism between registered applicants and the evaluation center, strictly implement the expert advisory Committee system, and demonstrate major technical issues by the expert advisory Committee. We will promote the registration and evaluation of medical devices to be included in the pilot scope of government-purchased services. Through this measure, we will increase the number of reviewers and expand the team of reviewers. At the same time, we will strengthen the training of reviewers, improve their quality and establish a professional team of reviewers. The documents of the two offices also mentioned that it is necessary to actively promote the unification of the evaluation standards for Class II medical devices and gradually realize the unified national evaluation.

Fourth, implement the life cycle management of medical devices, strengthen the construction of inspectors, gradually establish a professional inspector team, strengthen the training of inspectors, and improve the ability and level of inspectors.Strengthen the supervision and inspection of the implementation of quality management standards for clinical trials and production quality management standards for medical devices. In this process, we should gradually improve the system of medical device registrants, and implement the legal responsibilities of registrants in the whole process and life cycle of medical device design and development, clinical trials, manufacturing, sales and distribution, product recall, adverse event reporting and re-evaluation.

Wang Xiongxiong said that through the above measures, medical device innovation will be further encouraged to meet the needs of clinical use, stimulate the development vitality of China’s medical device industry, and promote the healthy and rapid development of China’s medical device industry.

Meituan: Digital upgrade, leading the new trend of retail

On December 27, 2023, the first Meituan drone delivery route in Yangpu District, Shanghai launched from Heshenghui in Wujiaochang to Kaide Guozheng Center. Users can choose drone delivery when ordering takeout near Kaide Guozheng Center. After a raw fried package is packed, it can be delivered to the landing point in as little as 7 or 8 minutes, preserving the flavor when it first comes out of the pot to the greatest extent. Behind this, Meituan continues to invest in technological innovation.

As a technology retail company, Meituan has been guided by the strategy of "retail + technology" and is committed to "helping everyone eat better and live better". Since its establishment in March 2010, Meituan has continued to promote the digital upgrade of service retail and commodity retail on the demand and supply sides, and is committed to creating more social value.

In 2020, Meituan signed a strategic cooperation framework agreement with the Shanghai Municipal People’s Government to take root in Shanghai. Its business in Shanghai is deeply integrated with the local physical retail system in Shanghai, and it is guided by technological innovation to help Shanghai consumers buy goods and services provided by local merchants faster and better. In the process, Meituan’s various businesses in Shanghai have made great progress.

Create urban low-altitude logistics solutions

In order to improve the efficiency and experience of urban instant delivery, Meituan launched the exploration of drone delivery services in 2017. After years of research and development, Meituan has created an urban low-altitude logistics solution that serves multiple scenarios and multiple weather conditions.

In December 2022, Meituan Drone opened the first drone logistics delivery route in Jinshan District, Shanghai, providing local residents with convenient, efficient and safe drone takeaway delivery services.

In July 2023, Meituan released the fourth-generation drone independently developed. Compared with the previous model, the new model has upgraded the environmental adaptation ability, which can fly stably in moderate rain, snow, level 6 wind, night and other environments of "minus 20 degrees to 50 degrees", and can adapt to the natural environment requirements of more than 97% of domestic cities.

As of the end of November 2023, Meituan drone has landed 22 routes in 8 business districts in Shanghai, Shenzhen and other cities, providing drone delivery services for 19 community office buildings, 5 scenic spots and 1 hospital, and has cumulatively completed user orders exceeding 210,000; In terms of delivery time, the average delivery time of drone during 2022 is about 12 minutes, which is nearly 150% more efficient than the traditional delivery model, saving users nearly 30,000 hours of waiting time.?

In the future, Meituan drone will also conduct more exploration on the integration and expansion of commercial space and digital intelligence services, and help Shanghai’s "15-minute community life circle" to improve the quality and expansion through the "3-kilometer 15-minute delivery service".

"Vegetable Basket" upgraded to a full-category supermarket

In addition to drone delivery services, Meituan also actively expands the retail sector. In December 2023, Meituan market was renamed "Little Elephant Supermarket", upgrading from the previous "vegetable basket" to a full-category "30-minute express supermarket". After entering Shanghai, Little Elephant Supermarket continued to deepen the local consumer market in Shanghai to better and faster meet the retail consumption needs of local residents.

Relying on systematic cold chain logistics, standardized commodity management, and real-time distribution system, low-temperature fresh milk can be delivered to consumers in the fastest 24 hours. After Guangming Dairy joined the cooperative camp of Little Elephant Supermarket, the sales of its excellent organic high-quality fresh milk surged, from hundreds of bottles per day to more than 20,000 bottles.

It is understood that Little Elephant Supermarket has created a full-link digital system to realize digitization of product selection, agility of supply chain, standardization of warehousing, and flexibility of performance. Compared with traditional supermarkets, Little Elephant Supermarket’s product selection efficiency has been increased by nearly 2 times, the turnover speed has been increased by 3 times, the site rate of sales has exceeded 95%, and the site cost has been reduced by 60%.

In order to ensure the fastest delivery in 30 minutes, Little Elephant Supermarket has established a flexible performance system, taking into account multiple dimensions such as data analytics predictions, real-time operation conditions, special weather factors, and the impact of marketing activities. It regulates manpower in real time according to different site conditions, achieving efficient delivery of over 80% of orders within 30 minutes, and improving punctuality by 40% during peak periods.
