Cultivated land is the most precious resource in China. General Secretary of the Supreme Leader pointed out that cultivated land is the lifeblood of grain production and the foundation of the sustainable development of the Chinese nation.
China has raised nearly one-fifth of the world’s population with 9% of the world’s arable land and 6% of fresh water resources. The basic national conditions of our country, with a large population and a small land, determine that we must protect the cultivated land which is important for more than one billion people to eat, and there must be no mistakes.
How to protect cultivated land?
"The requirements for the protection of cultivated land should be very clear. 1.8 billion mu of cultivated land must be deserved. Farmland is farmland and must be fertile land." At the The Politburo Standing Committee (PSC) Conference held at the end of 2021, General Secretary of the Supreme Leader expounded the core requirements of cultivated land protection from three dimensions: quantity, quality and use — — Strictly observe the red line of 1.8 billion mu of cultivated land, turn the existing cultivated land into fertile land, curb "non-agricultural", prevent "non-grain" and ensure "fertile land for grain use".
Every inch of land is related to the national economy, and a ridge and an acre carry people’s livelihood. Protect cultivated land and improve the quality of cultivated land, and our rice bowls will be stable, firm and good.

To protect cultivated land, we must first ensure the quantity.
As early as the Central Rural Work Conference in 2013, the General Secretary of the Supreme Leader emphasized: "Stick to the red line of 1.8 billion mu of cultivated land, and everyone has made a military order, which must be done. There is no room for bargaining!"
Everything is born in the soil. If the land does not exist, how will the food be attached?
Data from relevant departments show that China’s population of more than 1.4 billion consumes 700,000 tons of grain, 98,000 tons of oil, 1.92 million tons of vegetables and 230,000 tons of meat every day.
To meet such a huge consumer demand, the cultivated land must be kept at 1.8 billion mu, which is the bottom line that can’t be lower.

The Land Management Law and the Regulations on the Implementation of the Land Management Law have been revised and implemented successively, and the Law on the Protection of Black Land came into being. The target of farmland protection was strictly assessed and the responsibility was compacted at different levels, and the systems of "balance between import and export" and "balance between occupation and compensation" were constantly consolidated. The "field-length system" put the responsibility of each field on people, and the protection target and task of 1.865 billion mu of cultivated land and 1.546 billion mu of permanent basic farmland clearly required to remain unchanged until 2035.
As of April 16 this year, the cultivated land area in China reached 1.914 billion mu, achieving a net increase in the total cultivated land for two consecutive years.
"Farmland is farmland"

In recent years, with the development of industrialization and urbanization, cultivated land is facing a series of challenges.

In April this year, the Ministry of Natural Resources notified 67 inspectors of cultivated land protection to find major typical problems of violating laws and regulations. On the notification list, there are many cities and counties in the main producing areas.
Since the State Council issued a document in 2020 to resolutely stop the "non-agricultural" and prevent the "non-grain" of cultivated land, the illegal occupation of cultivated land has been curbed to some extent, but this phenomenon still exists. The existence of problems reflects ideological deviation, loopholes in responsibility and lax management, which also urges the provinces in the main producing areas to include the issue of cultivated land protection in the "list of problems" of theme education.
"Cuncha village change! Check inch by inch, change village by village! " In Shangqiu, Henan Province, a special campaign to control all kinds of illegal occupation of cultivated land is under way. This year, Henan has rectified 145,000 mu of cultivated land occupied by various illegal activities since 2019, with a rectification rate of 90.08%.
On June 14th, Jiangxi Province and the Eighth Steering Group of the Central Theme Education jointly held a special rectification meeting on outstanding issues in the field of cultivated land protection and a forum for soliciting opinions on "Several Opinions on Strengthening Cultivated Land Protection" to further promote the rectification of problems.
In view of 13 major grain-producing provinces and 5 provinces with large cultivated land, the Ministry of Natural Resources will carry out two sub-meter remote sensing image monitoring on the full coverage of cultivated land this year.

To protect cultivated land, we should not only ensure quantity, but also improve quality.

It is necessary to build a national food security industrial belt, strengthen farmland water conservancy construction, implement black land protection projects, classify and transform saline-alkali land, and strive to build 1 billion mu of high-standard farmland." The Party’s Report to the 20th CPC National Congress proposed that "all permanent basic farmland should be gradually built into high-standard farmland".

Insist on paying equal attention to protection and development, popularize the improvement technology of saline-alkali land, and expand the breeding area of drought-alkali wheat … … Today, Cangzhou is gradually building a regional agricultural production system and scientific and technological support system that adapts to the characteristics of saline-alkali land.

By the end of 2022, a total of 1 billion mu of high-standard farmland will be built nationwide, ensuring a stable grain production capacity of more than 1 trillion Jin.
